consumption outside the Colony, and the sugar which is refin- -ed here is refined from imported raw material. The adoption here of the United Kingdom prohibitions as regards provisions would apparently not benefit the Empire or the Allies but it would have a very serious effect on the trade of the port. For instance, the large and important rice trade of the Colony would be diverted elsewhere and in the process very great inconvenience would probably be caused. I would there- -fore strongly advise that the present method of dealing with provisions here, as indicated in the Order in Council, should be allowed to continue.
